TABLE OF ORGANIZATION
This organization is consisted of one director, one depute-director, and four sections—-Planning Section (10 persons), Construction Section (30 persons), Management Section (13 persons), Property Management Sectiont (5 persons)—-and four Offices –Secretariat (3 persons), Accounting Office (2 persons), Personnel Office (1 person), and Civil Service Ethics Office (1 person)—-and a public works office or survey party may be formed at any time, if necessary. In terms of personnel, it embraces 68 office employees, 8 contracted employees, 16 technicians, 6 manual workers, 3 drivers, 11 guards, 13 alternate servicemen, and 125 persons in all.
Organization Location

Planning Section-
Conducts the business in connection with groundwater examination/ investigation, statistical analysis, data management, and the land sinking survey in littorals within the district. At present, there are 10 flow stations, 26 rain stations, 68 groundwater observation stations in the district. It is also in charge of the plan making about river drainage and dike control.
Construction Section-
Is in charge of work survey, construction design, engineering administration and supervision. It also undertakes the embankment, dike maintenance and repair, design, construction, supervision, and charge d'affaires of regional drainage work.
Management Section-
Administers the control and patrol of rivers and dikes, dike survey along rivers, acquisition of construction lands, permission of using public river lands, quarrying of river sandstone, drawing-up of dredging projects, prevention and putting-down of illegitimacy.
Property Management Section-
Hydraulic engineering land expropriation/management and information equipment maintenance.
Secretariat-
Is in charge of the official documents, archives, payment, property management and ascertainment, as well as other affairs not within the compass of other units.
Accounting Office-
Conducts the revenue calculation, accounts, and statistics, as the law prescribes.
Personnel Office-
Conducts the affairs in connection with the personnel administration as the law prescribes.
Civil Service Ethics Office-
Transacts the business with regard to disciplinary rules, propaganda draft, confidentiality maintenance, prevention, investigation, and dealing with the corruption and unlawful actions, and advice proposing for disciplinary innovation.
